For the launch of RPL mechanism in the Security Services industry, there is a five-year transitional period, which will end on 30 June 2026. After this transitional period, practitioners applying for recognition of QF qualifications at levels 1 to 3 must undergo a written test.

2. The Hybrid Standard (Genetec): Physical security is no longer standalone. The industry is moving decisively toward a Hybrid Cloud architecture where physical guards and digital systems (IoT, Access Control) operate as one unified ecosystem.
3. The Competency Gap (Security Magazine): As systems become smarter, the workforce gap widens. The challenge is no longer just finding people—it is finding tech-literate professionals capable of managing these hybrid environments. The industry must pivot from a headcount-based model to a “Value Chain” model, proving the “Return on Security” to business stakeholders.
The Implications for Hong Kong: For local practitioners, the message is clear: Resilience in 2026 requires blending traditional vigilance with modern digital capability.

6. IIoT（Industrial Internet of Things 工業物聯網）成長和數據優化解決方案將蓬勃發展
進入市場的實體保安設備和其他工業物聯網感測器的數量正在增加，但仍未能滿足各個行業的機構的需要。IT和保安專家希望擴展其保安部署的數據類型。此外，他們亦希望從貯存系統中抽取數據，並建立數據湖以服務未來的目標。

據IBM稱，2023年的每宗數據外洩事故的平均成本為445萬美元。當中只有三分之一的公司是透過內部保安團隊來識別漏洞。
進入2024年，許多機構將依照政府指示和認證來作出技術決策並審查其供應鏈。這將增加對政府批準、高度合規的實體保安解決方案的需求。
目前，最嚴格的數據保護要求適用於政府機構和基本服務。其他機構亦正在密切關注中。
透過採用類似的策略和解決方案，機構將可使用最先進的工具，更快捷地識別和遏制威脅。亦可透過向合作夥伴和客戶展示認真對待網絡安全來證明其可信度。同時，還可以增強機構的抗壓和業務延續能力。
8. 實施網絡防禦是各個機構的持續關注點
2023年，31% 的終端用戶表示他們的機構成為網絡犯罪分子的目標。儘管各機構不斷改善網絡安全措施，人們對網絡安全的擔憂程度仍在持續上升。
2024年，更多機構將使用網絡安全工具來增強自動化和主動風險偵測能力。這些可能包括使用監控網絡安全儀表板以識別即時漏洞或使用決策支援解決方案來簡化和追蹤維護任務。
實體保安業在增強網絡抗壓能力方面取得了重大進步，但強化實體保安系統是基本要求和不斷發展的專業。
HKQF has launched the “Vocational Qualifications Pathway (VQP)” for Security Services in early September.
Education and training institutions can now make use of this VQP to design relevant training courses and security practitioners can also make more structured plans for their career and personal development in the security industry.

The Legislative Council passed the Occupational Safety and Occupational Health Legislation (Miscellaneous Amendments) Bill 2022 (“Bill”) on 19 April 2023 to overall increase the maximum penalties for occupational safety and health (“OSH”) offences in order to enhance their deterrent effect. According to the conviction records in the previous two years published by the Labour Department (https://www.labour.gov.hk/common/osh/pdf/Conviction_record_en.pdf), in April 2023, Thorn Security (Hong Kong) Limited was convicted of an offence of “Failing to ensure workman wearing suitable safety helmet” and fined $6,000.
According to various media reports, the Labour Department has completed its investigation in March this year into the incident at a Maternal and Child Health Centre in Yau Ma Tei on August 15 last year, in which a female security guard was pressed by a toppled leaf of the gate and died. Wise Security Limited, the employer of the female security guard, was summonsed for an offence of “Failing to ensure the safety and health of employees” while four other occupiers were also summonsed. The case is still under trial. (Case reference: KTS 3046-3050/2023).
轉眼間已到2022年的最後一天，又是回顧過去，展望將來的時刻。
過去一年，香港保安業發生了兩宗與職安健相關的死亡事故，包括:

操作閘門及巡邏都是保安日常工作，前線保安人員對工作地點的職安健意識固然重要，同樣重要的是保安管理人員對自身的職安健責任的認識，包括做好風險評估，採取足夠的安全措施及為前線人員提供適當的指示及培訓等。

In the blink of an eye, it is the end of 2022. Let me take this chance to look back on the past and look forward to the future.
In the past year, two tragic events occurred in the security industry, both of which involved OSH-related fatalities. They include:
(1) In August, a security guard was pressed to death by a toppled leaf of a gate when she was closing the power-driven metal horizontal sliding gate manually at the entrance of a health center. (2) In October, a security guard plunged to death from the flat roof on 5/F of a residential building onto the ground floor while conducting security patrol. Operating gates and conducting security patrols are day-to-day security tasks. While it is important for security personnel in the frontline to be aware of safety and health at work, it is equally important for security personnel at the management level to be aware of their occupational safety and health responsibilities, which include conducting risk assessment, putting in place safety measures, and providing adequate instruction and training to frontline security personnel.
