Background & Overview
The Building Emergency Responders (Security Professional) Training Programme is a development course built upon the “Building Emergency Responders” initiative, jointly organised by the Hong Kong Fire Services Department (FSD) together with the Hong Kong Institute of Security (HKIOS), the Chamber of Security Industry (CSI), and the International Professional Security Association (Hong Kong) (IPSA HK). The course aims to enhance the emergency response capabilities of security personnel during the early stages of a fire, ensuring the effective maintenance of a building’s fire safety ecosystem.
Course Content
Tailored specifically for frontline security personnel, the course covers four core theoretical and practical units:
- Unit 1: Building Fire Safety: The Roles and Legal Responsibilities of Stakeholders
- Unit 2: Fire Prevention and Safety Duties of Security Personnel
- Unit 3: Fire Services Installations and Operation
- Unit 4: Fire Emergency Response and Evacuation
Mode of Delivery
The course adopts a “Hybrid Learning Mode”, divided into two main parts:
- Online Self-Study: Provided and managed through the Hong Kong Institute of Security (HKIOS) training platform. Participants must complete this theoretical component before being admitted to face-to-face training.
- Face-to-Face and Practical Drills: Training is provided by the Fire Services Department (FSD) at designated venues, covering both theoretical and hands-on practical sessions (including the operation of fire services installations and equipment such as fire extinguishers and hose reels).
Learning Objectives
The primary objectives of this course are to enable participants to:
- Immediate Response: To possess sufficient legal and practical knowledge to identify fire hazards at an early stage during routine patrols (such as blocked escape routes), and to report or rectify them through the appropriate channels.
- Risk Management: Possess sufficient legal and practical knowledge to identify and report fire hazards (e.g. blocked escape routes) through established channels during routine patrols.
- Communication Bridge: Act as a liaison between the FSD and residents, assisting in the dissemination of up-to-date fire prevention information and effectively coordinating and participating in fire drills.
Target Audience
- Have completed the QASRS basic security course based on Competency Unit 107753L1; and
- Be currently employed in security or a related role.

Enrolled participants can access relevant materials through their personal account on the HKIOS training platform, including:
- Teaching presentations
- Participant handouts
- Links to FSD video demonstrations, as well as relevant legislation and circular guidelines
Learning Hours
The total learning hours for this professional course are 3 hours, comprising:
- 1 hour of online self-study theory units
- 2 hours of face-to-face practical training
Examination and Assessment Criteria
- Competency Verification: Participants must complete a 5-question quiz at the end of each online unit. Upon successfully passing all four units, the system will unlock the “Final Integrated Scenario Test (5 questions)”. Participants must achieve 100% accuracy across all quizzes to establish a baseline level of knowledge before becoming eligible to attend the face-to-face sessions.
- Practical Supervision: Hands-on operations during the face-to-face sessions will be directly guided and supervised by FSD personnel to ensure frontline emergency skills meet the required standard.
Fees
The core training instruction (face-to-face component) is provided free of charge by the FSD. HKIOS charges participating organisations/participants an administrative fee of HK$30 only, which goes entirely towards covering operational costs such as platform maintenance, administrative work, and certificate production.
Certificate Eligibility
Participants must complete the online self-study assessments and achieve 100% attendance at the face-to-face sessions.
Professional Positioning and Clarification of Responsibilities
This certificate confirms that the participant has completed an emergency preparedness course designed specifically for the property management and security industry, and possesses the capability to perform initial rescue support and “early intervention” in accordance with relevant legislation and operational guidelines. However, this professional positioning is distinct from the established professional fire services or ambulance roles, which require long-term, rigorous training. Furthermore, this course serves to clarify and reaffirm the statutory responsibilities of the industry, confirming that the statutory responsibility of property owners (owners / incorporated owners) and registered fire service installation contractors for the maintenance and repair of building fire service equipment remains unchanged, ensuring that security personnel carry out routine frontline inspection duties within a clear legal framework.
