The Building Emergency Responders (Security Professional) Training Programme is a development course built upon the “Building Emergency Responders” initiative, jointly organised by the Hong Kong Fire Services Department (FSD) together with the Hong Kong Institute of Security (HKIOS), the Chamber of Security Industry (CSI), and the International Professional Security Association (Hong Kong) (IPSA HK). The course aims to enhance the emergency response capabilities of security personnel during the early stages of a fire, ensuring the effective maintenance of a building’s fire safety ecosystem.

The core training instruction (face-to-face component) is provided free of charge by the FSD. HKIOS charges participating organisations/participants an administrative fee of HK$30 only, which goes entirely towards covering operational costs such as platform maintenance, administrative work, and certificate production.

Participants must complete the online self-study assessments and achieve 100% attendance at the face-to-face sessions.

This certificate confirms that the participant has completed an emergency preparedness course designed specifically for the property management and security industry, and possesses the capability to perform initial rescue support and “early intervention” in accordance with relevant legislation and operational guidelines. However, this professional positioning is distinct from the established professional fire services or ambulance roles, which require long-term, rigorous training. Furthermore, this course serves to clarify and reaffirm the statutory responsibilities of the industry, confirming that the statutory responsibility of property owners (owners / incorporated owners) and registered fire service installation contractors for the maintenance and repair of building fire service equipment remains unchanged, ensuring that security personnel carry out routine frontline inspection duties within a clear legal framework.
